The two requests came from neighbors near Centennial Park and in the Bon Ton Historic District south of downtown. Both are in small pockets of R-4, residential high density zoning, and adjacent on some sides to areas of lower-density zoning.
City staff approved resubmitted and scaled down plans earlier this year. Nearby residents filed an appeal in March and commissioners met earlier this month for a hearing on the appeal, but delayed the vote at that meeting after it stretched past the five-hour mark.
